Director of Harrison County Exceptional Learners
Full time, 215 day contract, annual salary of $110,630.46 with administration benefits.

QUALIFICATIONS:
• Master's Degree from an accredited college or university.
• Three years successful teaching experience in Special Education.
• Special Education Director's License (Director of Exceptional Learners License) and/or Administrative Certification as Director of Special Education.

REPORTS TO: Governing Board of the Harrison County Exceptional Learners Cooperative.

SUPERVISES AND EVALUATES:
• Assistant Director of Special Education, Cooperative Social Worker, Child Services Coordinator, School Psychologists, Cooperative Service Consultants, Cooperative Office Staff.
• Will provide support to building level administrators in evaluating special education teachers.
JOB GOALS:
• To provide educational programs for students with disabilities.
• To provide leadership and support that mobilizes resources and services to enable schools, families, and communities to assist children and young adults in experiencing success.
PERFORMANCE RESPONSIBILITIES:
1. Meets periodically with school superintendents of participating school corporations to keep them informed of the Joint School Services Program and develops policies and decisions which impact program development. Schedules Board and committee meetings for the cooperative.
2. Meets periodically with school administrators of participating school corporations to gather their suggestions for program development, and keep them informed of the Joint School Services Program.
3. Schedules and notifies Principals Advisory Board of meetings.
4. Administers special education services outlined in a program plan approved by the Department of Public Instruction and provides leadership in the development of policies and procedures unique to the Joint School Services Program.
5. Prepares all state and federal reports dealing with pupil accounting and financial support. Submits state and federal reports to the Joint Governing Board as needed or requested.
6. Develops and implements uniform referral procedures to facilitate the prompt identification, evaluation, and placement of students who are eligible for special education services.
7. Develops and maintains a system of records which contain personally identifiable information on all children aged 3-22 who are suspected of having a disability, or who are eligible for special education placement, as well as necessary forms indicating parental approval of proposed placement.
8. Plans and administers the cooperative budget for special education programs. Provides Joint Program Governing Board Revenue and Expenditure reports during the budgeting process.
9. Assists in recruitment, selection and placement of special education personnel. Supervises all certified special education support personnel. Schedules and assigns psychologists, therapists, and other special education support personnel.
10. Establishes and mobilizes resources and services for students with disabilities in cooperation with building principals. Determines and recommends the need for new programs and services.
11. Develops and promotes suitable procedures to screen and diagnose student academic strengths and weaknesses.
12. Coordinates procedures for placement, transfer, and exit of students in special education programs.
13. Develops training programs for parents and all personnel working in the school corporation
14. Interprets the program to school personnel and the general public. Speaks with groups as needed to enhance the public image of the special education program.
15. Coordinates the collection of information for state and federal child counts.
16. Identifies and applies for supplemental funding. Prepares appropriate grant applications and reports for the receipt of federal funds available.
17. Approves all expenditures from special education accounts for payrolls and monthly claims for the purchase of materials and supplies.
18. Recommends the location of special education programs and services based on transportation patterns, space availability and related demographic information.
19. Communicates with parents regarding parent concerns, individual education programs, and services. Communicates with transportation and related service personnel as needed to meet student individual education plans.
20. Prepares financial and program reports as required by law and other reports as requested by the Governing Board.
21. Assumes other responsibilities related to special education programs as assigned by the Governing Board.
